Parts of the Seoul region had seen 16 inches of rain since midnight Monday, prompting the highest Level 3 emergency alert to go in effect. The city was hit by a record 141.5 millimeters (5.57 inches) of rain per hour, which is the highest rate since authorities began tracking that statistic.
