It included the promise of random, out-of-competition drug tests for all main-event and championship-bout fighters, as well as fight-night testing for every competitor on every card in every locale. It promised surprise tests for any fighter, at any time, regardless of whether that fighter had a bout signed. It promised to do it all through a reputable third-party agency (though it didn’t say which one ), and voiced support for suspensions of two or even four years as a punishment for first-time offenders
